Even today, some philharmonic orchestras are not tuned to A 440Hz. Other tunings are certainly not dramatically off from 440Hz, but this is just to say that A 440Hz is not set in stone. It is normal that a higher frequency will provoke different reactions. It is physical. And it also depends on the sensibility of the listeners. Persons working with a jackhammer all day long tolerates it while others could not withstand 10 seconds. It"s relative although at the same time, there are physical reactions to frequencies, in general.
