Jmeters and jkmeter are on the downloads page only. I should add
some advertising...

Jkmeter is what you want for serious audio work. It's based on the
ideas of mastering guru Bob Katz and measures both RMS and peak.
Also very lightweight, just X11, no toolkits, not even cairo.
If you want more control over monitoring have a look at zita-mu1
which includes the kmeter.
