Most "big" guitar multifx pedals have had such a function for years,
e.g. the Boss GT-* units. Even my almost 10 year old Boss BR600 digital
recorder has it.
The results may vary, but for simple, not too busy basslines, it can be
usable.

Fedor Uporov have just added a simulation of the Boss OC-2 Octave pedal
as LV2 plugin to guitarix git. This one works latency free.
