The former. There are two parts to it: KB3X42_1.K25 is a preset to load
into the keyboard and K2500.cfg has corresponding Midi-CC mapping for
setBfree to control the drawbars for both manuals and the pedals.

I don't own a Kurzweil myself and don't know the details, they were
created by Jean-Luc Nest and IIUC the K25 preset is needed to map the
midi-channels.

For the setBfree part, you can load the .cfg either on the commandline
  setBfree -c /path/to/K2500.cfg
or use the GUI, Shift+L then browse to the file or simply save it as
$HOME/.config/setBfree/default.cfg
