I don't know the internals of fluidsynth, but I'd bet that properly
implementing tuning in to the engine wouldn't really be that much harder
than writing an alsa seq filter to do it this way.. if you're capable of
one, you should be capable of the other.  Might as well Do It Right(TM)

Pitch bend is already there in the engine, it can't possibly be that
hard..
