Enlightenment is capable of doing all of this.  It calls them Groups.
You can create groups of windows and define exactly what operations
affect all members of a group (for example: you could have moving,
resizing, and iconification affect all windows in a group, but killing
only affect the actual window you clicked).

Check it out - sounds exactly like what you want.
