Would gcdmaster be what you're looking for?

It saves in cdrdao's .toc format rather than .cue, but they're 
both text based cue sheet formats.... I've used gcdmaster myself 
in the past with some success, but then I use cdrdao to burn my 
audio CDs anyway.
