Well, I wouldn't know... it probably is....

Though about the stupidness, I learned just a while ago that this isn't stupid 
at all. It's an extension of the MIDI specification that are used by a lot of 
equipment. Reason being that the MIDI protocol is quite slow and sending 
note-on is faster. It's called running-status.
