I think I have understood that 'capabilities' means something different. I understood that it meant that certain applications could be given certain higher priority or performance, somewhat 'root level' operation. Beyond that I know nothing. I do understand that the kernel must be patched to provide 'capabilities', and then even having done that, the kernel 2.4.X must be patched to handle low-latency and pre-emptive multi-tasking, and who knows how many more things, to have jack work at the level I need it to work at.
