Sweep is unlikly to deal with that well - it holds all the audio data in
RAM.  Audacity is probably closest to cooledit. If its missing features
you could try asking the developers - if could be that there working on
exactly the things you need.

You could go all-out and use ardour, which is more like protools than
cooledit, but will handle your arrangement needs well - if you can handle
the UI transition. http://ardour.sourceforge.net/
