[PATCH 2/2] clk: qcom: gcc-msm8996: Remove RPM controlled clocks

All the noc clock sources (system, peripheral and config)
are controlled by RPM. So is gcc_sleep_clk_src RCG.
Remove these as part of GCC and hook up all of their children
to the respective RPM clocks.
