Introduce and implement HFIs to queue and release all input, output and internal buffers to/from firmware. HFI_CMD_BUFFER - to submit the buffer to firmware. HFI_CMD_BUFFER with HFI_BUF_HOST_FLAG_RELEASE - to request firmware to release the buffer.
