[PATCH] pinctrl: qcom: Add "and" to PIN_CONFIG_INPUT_ENABLE comment

The comment recently added talking about PIN_CONFIG_INPUT_ENABLE is
clearly missing the word "and". Comments live forever, so let's fix
it.
