[PATCH] LoongArch: Don't disable EIOINTC master core

This patch fix a CPU hotplug issue. The EIOINTC master core (the first
core of an EIOINTC node) should not be disabled at runtime, since it has
the responsibility of dispatching I/O interrupts.
