[PATCH v3 19/22] compiler: Simple READ/WRITE_ONCE() implementations

Because I need WRITE_ONCE_NOCHECK() and in anticipation of Will's
READ_ONCE rewrite, provide __{READ,WRITE}_ONCE_SCALAR().
