Intel has published Control-flow Enforcement (CET) in the Architecture
Instruction Set Extensions Programming Reference:

Summary of changes from v7:

  Rewrite ELF GNU property parsing (Patch #22).  Look at PT_GNU_PROPERTY now.
  Rebase to v5.3-rc4.
  Small fixes in response to comments.
