Yes. The support is disabled in RHEL8.
kernel-ark also seems to not set it for Fedora and ARK
redhat/configs/common/generic/CONFIG_MANDATORY_FILE_LOCKING:#
CONFIG_MANDATORY_FILE_LOCKING is not set
