Admittedly, that changed to 16 a _loong_ time ago (in 0.99.2, back in 1993), but it is probably a good idea for procps to not assume a hard limit regardless. My longest basename right now seems to be 'evolution-addressbook-factory-subprocess' which is 40 characters. So obviously a 16-byte 'comm[]' was a lot back in 1993, but we might want to grow it again, regardless of that whole kworker thing.
