The linux-api mailing list is for "Kernel-userland interface change discussion."
It's more about userspace software interfaces to the kernel, not about driver
interfaces.

What kind of PCIe device is it?  If it's something like non-volatile storage,
there are a couple of mailing lists that would be appropriate.

If it's USB (I doubt it), then the linux-usb mailing list would be better.

If it's a camera, the multimedia/video4linux mailing list would probably be better.

If there is no clear place to ask, then the linux-pci mailing list would be a
reasonable fallback.
