[PATCH V2 2/2] scripts/kconfig/Makefile: add kselftest-mergeconfig

Add kselftest-mergeconfig to enable the dependencies of kernel
config for all the kselftest testcases. User could call it after
create the kernel configuration(.config), eg:

$ make kselftest-mergeconfig
