What happens if you include both sys/timerfd.h and linux/timerfd.h then? 

> header-y += telephony.h
> header-y += termios.h
> header-y += thermal.h
>+header-y += tiemrfd.h
> header-y += time.h
> header-y += times.h
> header-y += timex.h
