Remove unused __SLOW_DOWN_IO and SLOW_DOWN_IO definitions.

alpha: remove unused SLOW_DOWN_IO

Only alpha and sh define SLOW_DOWN_IO, and there are no uses of it.  Remove
it from alpha.
