Have a look at http://www.sendmail.org/m4/anti_spam.html#access_db

If the user has a static IP address you could just REJECT it in the access db.

You could also use SMTP AUTH and not give the user access.

Also you can check the comp.mail.sendmail newsgroup. A quick search produced some very similar questions: http://groups.google.com/group/comp.mail.sendmail/search?group=comp.mail.sendmail&q=deny+local+user+sending+mail&qt_g=1&searchnow=Search+this+group.
