A simple command line way would be to use the less supported uuencode, man files for that. Some mail clients may not support it though, I know there is a plugin for Squirrel Mail though, and Eudora and Pine support it. For MIME style attachments, I use a perl script with MIME::Lite. Works very well and very easy to code. You can find it at http://search.cpan.org (when it is working).
