I've never used pop-before-smtp or mutt, but if I understand
pop-before-smtp correctly it has no effect on mail clients. It simply
sets up relay relationships between your smtp server and client mtas,
dynamically, on your smtp machine (the "pop-before-smtp-able" machine).

I think what you're really asking (or what you really need to know) is
how to set up mutt as a pop/imap client and how to set up sendmail to
relay mail on the client machine to the smtp server on the
"pop-before-smtp-able" machine. Mutt should be trivial, and Google
"sendmail smarthost" for a possible approach to the latter.

All assuming I'm not misunderstanding your question.
