[RFC v1 03/11] genirq: Use CONFIG_NUMA instead of CONFIG_SMP to guard irq_common_data.node

NUMA is enabled by CONFIG_NUMA instead of CONFIG_SMP, so use CONFIG_NUMA
to guard irq_common_data.node.
