What about:

-acpi-y				+= sleep.o
+acpi-$(CONFIG_ACPI_SLEEP)	+= sleep.o

and make CONFIG_ACPI_SLEEP depend on !ARM64? Does the kernel compile if
you disable CONFIG_ACPI_SLEEP?
