You are wrong.  Some hubs do allow ports to be powered off.  Most 
don't, but some do.

It is exactly what you want if the device really has been unplugged and 
was never plugged back in again.

Do you know what a "reset-resume" is?  See 
Documentation/usb/persist.txt.

USB_PORT_STAT_C_CONNECTION, not USB_PORT_FEAT_CONNECTION.

No, hub_irq() definitely will receive events.  But so long as the
port's state remains set to "off", those events will be ignored.  You
should know, since you added code in the patch to do this!  :-)

And after the port's power state is changed to "on", the events won't 
do anything because the connect-change status will have been turned 
off.

Why is hub_port_connect_change() going to get called?  hub_event() 
doesn't call hub_port_connect_change() when it doesn't need to.
In this case it won't need to, because debouncing turns off the 
connect-change status.
