[PATCH 4/5 v2] PCI: Add header declaration for pci_find_upstream_pcie_bridge()

Add header declaration for pci_find_upstream_pcie_bridge to pci.h. This will
allow the boot interrupt reroute code, and others, to make use of the
implementation.
