The main benefit of using ACPI host bridge window information is that we can do better resource allocation in systems with multiple host bridges. Most of these systems are new, so this patch turns on "pci=use_crs" only on machines with a BIOS date of 2010 or newer. In addition, it whitelists a few older machines that are known to benefit. We previously turned on "pci=use_crs" by default on *all* machines (9e9f46c44e48), but had to revert that because of problems such as Larry Finger's: http://lkml.org/lkml/2009/6/23/715. I think the problem Larry saw was caused by overflowing the pci_bus resource table.
