We have from ACPI,

acpi_status
acpi_os_create_semaphore(u32 max_units, u32 initial_units, acpi_handle * handle)
{
        struct semaphore *sem = NULL;
...
        sema_init(sem, initial_units);



Then from semaphore.h,

#define init_MUTEX(sem)         sema_init(sem, 1)
#define init_MUTEX_LOCKED(sem)  sema_init(sem, 0)

So initial units of 0 means make it locked initially .. Initialize to 1
would be a regular unlocked mutex ..
