Unfortunately we can't. drv->entry is initialized by NULL like following.

	.add		= cpufreq_add_dev,
	.remove		= cpufreq_remove_dev,
	.suspend	= cpufreq_suspend,
	.resume		= cpufreq_resume,
};

I assumed this (for compatible) is an intent.
