[PATCH v11 01/14] EDAC: Add support for EDAC device feature's control

Add generic EDAC device feature's control supports registering
RAS features supported in the system. Driver exposes feature's
control attributes to the userspace in
/sys/bus/edac/devices/<dev-name>/<ras-feature>/
