Actually Microsoft has similar already: https://docs.microsoft.com/en-us/windows-hardware/drivers/pci/dsd-for-pcie-root-ports#identifying-internal-pcie-ports-accessible-to-users-and-requiring-dma-protection I think we should use that too here.
