[PATCH 6/9] libata-acpi: miscellaneous cleanups

* Add missing LOCKING: and RETURNS: to function comment.

* Don't conditionalize warning messages with ata_msg_probe().  Print
  directly with KERN_WARNING.

* Drop duplicate debug messages.
