[PATCH 18/20] ACPI: thinkpad-acpi: clean up CMOS commands subdriver

Some ThinkPad CMOS commands subdriver cleanups, and also rename/promote
cmos_eval to a ACPI helper function, as it is used by many other
subdrivers.
