your wvdial.conf file looks fine:

[Dialer Defaults]
Modem = /dev/ttySL0
Baud = 460800
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=90
ISDN = 0
Modem Type = Analog Modem
Phone = 91699431
Stupid Mode = 1
Username = *********
Password = *********
Carrier Check = no

I wonder what is happening, What is your ISP so we can see what they ask for?
