No, you should actually just run:
$ execstack -c /usr/sbin/slmodemd

To make sure it worked sucessfully, run:

$ execstack -q /usr/sbin/slmodemd

The output should be:
- /usr/sbin/slmodemd

(Note that before running execstack -c /usr/sbin/slmodemd, the output would have 'X' instead of '-')

Then run slmodemd as usual:
/usr/sbin/slmodemd -c USA /dev/slamr0
