scanModem only detects PCI devices and some USB devices:

A candidate modem is not evident among the PCI devices:

Attached USB devices are:
 ID 067b:2303 Prolific Technology, Inc. PL2303 Serial Port

However,  You may try to see if your modem is detected and made
available through usb_serial, please try

$ sudo wvdialconf /etc/wvdial.conf

and let it scan for a modem port hopefully it finds one like
/dev/ttyUSB0 or similar that can access the modem.  Please run above
command and let us know if it detected the modem or not.
