The successful wvdialconf tests shows that slmodemd was activated
somehow during bootup.
The following:
----
ankur@ankur:~$ sudo slmodemd -c INDIA--alsa hw:0,6
error: mdm setup: cannot stat `hw:0,6':
-----
is merely because slmodemd is already active!!

You should at this point be able to start a dialout with:
$ sudo wvdial

But do try to figure our what is activating your modem, because we
cannot be confident that the activation string is optimal.
Please do:
$ grep -rsl slmodemd /etc/*
to reveal the files containing  slmodemd

You can do:
$  sudo killall slmodemd
Then there should be success with a manual:
$ sudo slmodemd -c INDIA--alsa hw:0,6
and in a 2nd console/TAB
$ sudo wvdial
