Do:
$ sudo gedit /etc/default/sl-modem-daemon
wherein change the country setting from USA to INDIA

Within /etc/modprobe.d/ there is a file with name like
sl-modem.utils (or similar).  Change its name to:
sl-modem.conf

Then the modem should be automatically set up upon reboot, or by:
$ sudo /etc/init.d/sl-modem-daemon restart

$ sudo wvdial.conf
should fine the modem.  With:
$ sudo /etc/wvdial.conf
edit in your personal information and add a line:
Carrier Check =  no
and edit in your personal information

Then you should be able to dial out with:
$ sudo wvdial
