I have an Acer Aspire laptop (not netbook) with built-in wifi, and
with that, the windows driver will by default turn off the wifi when
it's not in use, including when windows shuts down, for power saving.
I couldn't use it in linux until I disabled that option in the windows
driver. Perhaps a similar situation exists with your 3G modem.
