Nitin,

You need kernel sources first, if you have them, then go to #2

1) The kernel was compiled with gcc version 4.1.3 and a compiler is
not installed

 linux-headers-2.6.27-1-mepis-smp resources needed for compiling are
not manifestly ready!

 If compiling is necessary packages must be installed, providing:
	gcc-4.1  linux-headers-2.6.27-1-mepis-smp

For Debian and some related distributions, a package
kernel-kbuild-2.6-27 may be needed to support driver compiling.

2)  Get the packages:

http://linmodems.technion.ac.il/packages/smartlink/slmodem-2.9.11-20090222.tar.gz
and
http://linmodems.technion.ac.il/packages/smartlink/ungrab-winmodem-20080126.tar.gz

and apply the same steps you were doing before but make sure 1) is
satisfied.  That is you have kernel sources/kernel devel installed and
 gcc also installed.    If you have the packages and you still see
errors, please report back.
