The hsfmodem software can be tested without buying the $20 software
key.  This will provide only 12K service, which is in fact maximum
faxing speed.  Buying the software key will enable full speed 56K
serivce, for browsing, mail and etc

But there is a problem on your System
 Modem interrupt assignment and sharing:

This may be alleviated by installing the drivers:
 From  http://www.linuxant.com/drivers/hsf/full/downloads-ubuntu-x86.php
 download hsfmodem-7.80.02.02full_k2.6.28_11_server_ubuntu_i386.deb.zip

Do the installation, reboot and see if the modem is found by:
$ sudo wvdialconf

If the modem is not found:
$ sudo hsfconfig --help
$ sudo hsfconfig  --diagnose
which will write the output to the /tmp/ folder.  Send it to the hsfmodem expert
