Ryan,

Pleased send to the List, as I don't have the 11c11040  modem hardware

Please use wvdial directly, rather than its gnome-ppp front end.
After making the symbolic links, start with :
$ sudo wvdialconf

if the modem is detected:
$ sudo gedit /etc/wvdial.conf
to enter your personal information, removing the symbols ;  < >

Then dialout with:
$ sudo wvdial

Copy the List any failure messages.
