The Init1  line should not have X3, but rather the reset.   Init1 = ATZX3 is adequately contained in the Init2  line
In this testing phase,  I would advise disabling sl-modem-daemon by$ sudo gedit /etc/default/sl-modem-daemonto changeDONTSTART=1and save
Then stop the active session with:$ sudo /etc/init.d/sl-modem-daemon stopor reboot, upon which slmodemd will not be automatically set
You can setup the modem manually with:$ sudo slmodemd -c USA --alsa hw:0,6I'm not confident that sl-modem-daemon  always get the hw:0,Ndecision correct, and that might be your problem.If hw:0,0  or hw:0,1 were chosen, this would explain the looping
Leaving slmodemd runningOpen a 2nd console to do your dialout with:$ sudo wvdial
REport back.
