Linux command  man pppd   shows the meaning of all exit codes.
For "9" it says:
9 The command specified as the argument to the pty option could not be run.

Strongly recommended: use wvdial rather than kppp at least to debug a new installation: http://linmodems.technion.ac.il/wvdial.html
