Have you tried changing the init string from 
> Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0

Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=90
or 
Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=34

It may also depend on your ISP.  If the above fails, you may try at your own option, to read Jacques post-install advice at:

http://linmodems.technion.ac.il/post-install.html
