Don't rerun
$ wvdailconf
or it will overwrite your functional  /etc/wvdial.conf.

Try  unloading and reloading the drivers:
 modprobe -r agrserial
 modprobe -r agrmodem

 modprobe agrmodem
 modprobe agrserial

Then
  wvdial
