Rebin,

The
 sl-modem-daemon_2.9.10+2.9.9d+e-pre2-5ubuntu4_i386.deb
installed an older version 2.9.9 slmodemd.  This will be shown by:
$ slmodemd   --version.

Do
$ sudo mv /usr/sbin/slmodemd  /usr/sbin/slmodemd.2.9.9

Then install the version 2.9.11 slmodemd from the SLMODEMD.gcc.4.2 package.
Check with:
$ slmodemd   --version
which should show  version 2.9.11

Do
$ sudo gedit  /etc/default/sl-modem-daemon
to change
SLMODEMD_COUNTRY=USA
to
SLMODEMD_COUNTRY=IRAN

Make sure that the snd-intel8x0m  driver is loaded with:
$ lsmod |  grep intel8x0
which should both snd-intel8x0 and snd-intel8x0m loaded.

Then you can:
$ sudo /etc/init.d/sl-modem-daemon
for instructions.  Then
$ sudo /etc/init.d/sl-modem-daemon  restart

this will also run automatically on bootup also, through the
  slmodemd -c IRAN --alsa modem:1
so it needn't be manually done.

So just try:
$ sudo wvdialconf   /etc/wvdial.conf

and proceed from there.
